Enabling Chinese input

* Click on the Languages tab

- If “Install files for East Asian languages” under “Supplemental language support” section is checked, then you can skip to the step II.

- If the box is NOT checked, you need check on the box of “Install files for East Asian Languages”, then click Apply button to do the install.

There’s an alternative to cap and trade

With cap and trade on hold, we should consider alternatives.

Cap and trade requires a bureaucracy to ensure that emissions really are offset by reforestation credits, etc. Speculators will also profit from the trading, and industries will probably also collude with politicians to manipulate the caps.

A 100 percent refundable carbon tax is a better alternative. Tax would be paid by all importer or producers and passed on to the consumers. The good news is refunds. Each taxpayer would get a monthly payment equal to his share of the taxes collected. All consumers would pay higher prices for fuel and energy. Greener consumers will have a net gain, while those using more energy will have net monthly payments. Distaste for paying taxes will surely focus attention on energy conservation.

Administrative costs would be small. Only monthly production figures would need to be verified. Payments could be made by IRS directly to debit cards. Tax rate could be adjusted as needed to limit CO2 generation.

An even better alternative may be to refund less than 100 percent and use the remainder of the tax collected for training/relocation of miners laid off as coal production inevitably declines.

Rahall champions our heritage

Rep. Nick Rahall has done something very good for West Virginia history.

He has established an annuity, guaranteed funding, for restoration and preservation of West Virginia’s historic places in the Consolidated Land, Energy and Aquatic Resources (CLEAR) Act (HR 3534) that his Natural Resources Committee has approved and sent to the House of Representatives. (The CLEAR Act is a comprehensive energy reform bill that includes historic preservation and land conservation provisions.)

While the Historic Preservation Fund was created in 1976, Rep. Rahall has made sure the money would flow automatically, as originally intended, from the fund to historic places.

Don’t take your project to the preservation office in the Division of Culture and History quite yet. The bill has to pass the House and the Senate.

Nelson Jones made a difference

Not many can claim to have made a major contribution to their community before they reached the ripe old age of 16. But Nelson Jones did!

When he came to City Hall in the summer of 1971 with the idea of initiating a sternwheeler boat race, he set in motion what became the Sternwheel Regatta, an event to which fellow citizens from many states looked forward to every Labor Day weekend.

Those of us who lived here during those years still share happy memories of an event that grew from a short weekend to a 10-day end of summer celebration.

Charleston will miss Nelson Jones – but Nelson, my friend, we remember. Our thoughts and love go out to your family. Thank you, Nelson.
